The city’s planning board has opted to postpone the review of a critical request that could impact the future of a new downtown apartment complex.
Developer Seeks Extension to Secure Financing and Finalize Plans
HHM Cube, a Springfield-based developer behind the project, has asked for additional time to finalize funding, complete architectural drawings, and secure the necessary permits. Originally scheduled for April 1, the board has rescheduled the discussion to April 22, granting the developer a crucial reprieve.
Earlier this year, the planning board had already taken strides in advancing the project, approving the site layout and awarding a special mixed-use permit on February 5, 2025. However, these approvals came with expiration dates in February, forcing the developer to submit a revised site plan and request an extension to maintain momentum.
Affordable Housing Commitment and Parking Considerations
Once completed, the complex is expected to comprise 139 residential units, with 18 designated as affordable housing for residents earning no more than 60% of the Worcester area’s median income. Current income eligibility thresholds stand at:
- $52,380 for a single individual
- $59,880 for a two-person household
To alleviate parking congestion, developers have confirmed that the project will not include on-site parking. Instead, residents will rely on the nearby Pearl-Elm garage, which offers 819 spaces, ensuring convenient access for occupants.

The board’s decision to delay the review provides HHM Cube with additional time to address outstanding requirements before the next assessment. While the project’s timeline remains fluid, the deferral signals a cautious yet strategic approach to ensuring all legal, financial, and logistical challenges are resolved prior to full-scale development.
