One building owner, Craig Johnston, had to clean up after someone threw bottles at his windows, which cost a lot to fix.
So, what can be done about this? Business owners say that security guards don't help much, and the police often take a long time to respond. Riverside's police chief, Larry Gonzalez, thinks that Proposition 36, which could make penalties for crimes harsher, might help with these issues. Right now, thieves can get away with stealing up to $950 many times, but with Prop 36, that could change.
