Massachusetts teachers have been successful in achieving higher pay and benefits in the last two years, especially for paraprofessionals. Legal strikes in three North Shore towns have collectively racked up over $1. 5 million in fines, yet neither financial penalties nor the governor's calls deterred them. To hasten resolutions, local and state leaders are adopting tougher measures, such as withholding pay for striking educators.
