Both Thune and Cornyn hinted at openness to Trump’s demand for recess appointments. Trump also urged Republicans to block Democratic judicial appointments until leadership is resolved. However, Democrats control the chamber and don’t need Republican votes. The recess appointment debate adds another layer to this week’s Senate GOP leadership election. Historically, presidents like George W. Bush used recess appointments to skirt long Senate confirmation odds. Senate leaders have since employed tricks, like the “pro forma” session, to block such appointments, a practice upheld by the Supreme Court.
