S. foreign aid from discussing abortion as an option with patients. This action, known as the "global gag rule, " has been implemented by many Republican presidents before. However, Trump's version is the most expansive, affecting all global health funding, not just family planning services. The wide reach of this rule could weaken efforts to prevent diseases like HIV, promote contraception, and fight malaria and tuberculosis. In the past, similar rules have led to the closure of family planning clinics and an increase in unintended pregnancies and abortions.

On the same day, Trump also issued an executive order to strengthen the Hyde Amendment, which prevents federal funds from being used for abortions.
