In the cold winter of 1940, while Europe was engulfed in war, former U.S. President Franklin D. Roosevelt addressed his nation. He urged Americans to support a massive industrial effort to counter Hitler's power. This call sparked a national movement that produced nearly 100,000 bomber aircraft and almost 90,000 tanks within five years. Today, this unity seems like a distant dream. America's political climate is highly divided, with heated debates on issues like gun control. This division weakens the country's strategic position, which was once the backbone of global security during the Cold War. Former Defense Secretary Robert Gates warned that the U.S. Army is shrinking, the Navy decommissioning ships faster than new ones are built, and only a fraction of military forces are ready for combat daily.

The defense industry that won World War II is now a shadow of its former self. It struggles to produce weapons systems quickly enough or in sufficient quantities, as seen in Ukraine. Meanwhile, global threats are on the rise. The U.S. faces three revisionist powers—China, Russia, and Iran—each aiming to expand their influence at the West's expense. China, under Xi Jinping, has adopted an aggressive foreign policy, encroaching on neighbors' sovereignty and making economic inroads into the Global South. Russia, despite its difficulties in Ukraine, remains a persistent power with clear imperial designs. Iran, once struggling, now sees its strategic situation improve due to regional disorder and lackluster U.S. policy, leading to greater geopolitical ambitions. These powers are coordinating more closely, from military exercises to information warfare. The next U.S. president must reframe the approach to Great Power Competition to respond effectively. The question remains: Is America still prepared to be the "arsenal of democracy"?
