Russia's Spy Game: Mexico Becomes a Hub for Cold War Tactics

Mexico's unique position as a relatively benign environment for Russian intelligence operations makes it an attractive hub for Moscow's spy games. Unlike the U.S., where Russian intelligence is under intense scrutiny, Mexico offers a lower-risk setting for the Kremlin to oversee agents and stage operations.
The Russians would likely use Mexico's proximity to the U.S. to support American agents and Russian officers operating under "deep cover" in the U.S. This could involve agents traveling back and forth across the border to meet with handlers, receive training, and exchange information. The Russians could also use Mexico as a base to target Putin's political enemies inside the U.S.
Part of the Kremlin's strategy is to create a perception of a large Russian spying bastion in Mexico, which would be a useful propaganda tool to exaggerate Moscow's capabilities and fuel a perception of an "uncontrollable border." Russia has expanded its state-funded media outlet RT in Mexico and run a large advertising campaign for the channel, which has raised concerns about the manipulation of information in the country.
