Norwin Schools Raise Taxes, Hope on State Funding Boost

"The Norwin School District is preparing to increase property taxes by about 4% for the next school year. The decision was made after a unanimous vote by the board on Monday night. The budget plan, totaling roughly $99 million, raises taxes to 100. 2 mills in the main towns and to 15. 97 mills for smaller properties in White Oak and South Versailles. A key part of the funding comes from a $2. 39 million boost that state lawmakers are expected to approve under Gov. Shapiro’s education budget. State money makes up a large portion of the district’s finances, according to finance director Ryan Kirsch. He noted that Norwin will also receive about $48 000 for basic education and nearly $98 000 for special programs.
However, the state still needs to pass its budget by June 30, a deadline that was missed last year. The upcoming plan must clear a Republican‑led Senate and a narrowly Democratic House. The board capped the tax hike at 4%, staying below the 4. 5% limit set by state law, as stated by board president Bill Bojalad. Superintendent Natalie McCracken explained that the district saved money by leaving two teaching jobs vacant, a move made possible by retirements and resignations. She also mentioned a slight drop in elementary enrollment, hinting at changing local demographics. To finish the budget, Norwin will draw $570 000 from its reserve fund and expects a remaining balance of about $3. 7 million by June 2027. Local contributions will amount to $54. 1 million, state aid will provide $43. 2 million, and federal support will add just over a million dollars. "
