This could be the first time North Korea interferes in an international conflict. Its large military lacks combat experience. Russia initially dismissed the reports, but recently, President Vladimir Putin didn't deny them. North Korea said any troops sent to Russia would follow international law.
North Korea's foreign minister is currently in Russia for talks, possibly discussing more troop deployment. Meanwhile, South Korean ministers are heading to Washington for talks with their U. S. counterparts.
