New Zealand Adds Citizenship Test for New Residents

New ZealandWednesday, May 6, 2026

Starting in 2027, prospective New Zealand citizens will face a new challenge: passing a mandatory citizenship test. Unlike the current system, which relies solely on a signed declaration, this exam will assess applicants' understanding of the country's core values and legal framework.

Test Details

  • Format: Face-to-face session with 20 multiple-choice questions in English.
  • Passing Requirement: Applicants must answer at least 15 questions correctly.
  • Topics Covered:
  • The Bill of Rights Act and human rights
  • Criminal offences and penalties
  • Voting rights and democratic principles
  • Government structure and functions
  • Travel regulations (entry and exit)

Why the Change?

Previously, citizenship applicants only needed to affirm their understanding of citizenship. The new test aims to deepen their knowledge of New Zealand’s legal and societal foundations, ensuring they grasp both their rights and responsibilities.

Government’s Perspective

Internal Affairs Minister Brooke van Velden emphasized the test’s goal: reinforcing democratic values and clarifying what it means to be part of New Zealand society. The government is refining the test’s specifics but aims to launch it in late 2027.

A Commitment to Informed Citizenship

The reform aligns with New Zealand’s belief that all citizens should know their rights—such as freedom of speech—and understand that no individual is above the law. By testing applicants, the country seeks to uphold its democratic integrity from the outset.
