   The blockade is part of a broader strategy to pressure Hamas, but it is the civilians who are paying the heaviest price. The lack of food is not just a humanitarian crisis but also a political tool, used to exert control and punish.    The international community has a role to play in preventing this crisis.  Governments and aid organizations must pressure Israel to allow unimpeded humanitarian access.
