The proposal's lack of focus on reducing emissions has also raised eyebrows. Many developing countries and activists view the draft as insufficient and a disgrace, given the high costs of climate action. The EU and U. S. are criticized for not fully committing to the Paris Agreement. The deal's realism is defended by some, while others see it as a start to more climate action.
