City Council Pushes for Probe Into Hospital Staffing Issues

A Worcester city councilor has requested that the Board of Health look into a local hospital after reports of staffing shortages and patient safety problems. The motion, placed on the council’s agenda for February 24, asked the city solicitor to determine whether a health board investigation is possible. The councilor who made the request had previously served on the Board of Health before being elected to the city council. For years, workers and patients have raised concerns about low staff numbers, falls, medication mistakes, and missing monitoring tools. The councilor said that these complaints have been repeated for many years, even as negotiations and contracts change. He asked whether the city should step in after hearing the same issues for more than a decade. A federal labor board judge found fourteen violations by the hospital between 2022 and 2024, based on nurses’ complaints. A state health department also reported that the hospital failed to staff an intensive‑care unit for a planned organ donor.

The hospital has since reviewed its staffing procedures and returned to compliance in August, according to the report. Other incidents include a secretary without proper training caring for a critical patient and management ignoring repeated warnings about low staff levels. In 2021, nurses at the same hospital went on a strike that lasted more than five months, the longest in state history. The council’s vote passed 9‑1, with one member opposing. An amendment added a request for the state health department’s findings and the federal labor board’s report to be included in the council’s review. The hospital is owned by a Dallas‑based for-profit company and is not directly managed by the city. One council member argued that the city has no jurisdiction over a private hospital, while others see it as part of protecting residents’ health. The city solicitor said she would prepare a feasibility report, and the mayor noted that further investigation might be needed before any action is taken.
