Eight “aspirational” districts, including Bahraich and Siddharthnagar, have U5MRs slightly better than the state mean, hinting that focused development can help. Yet even within these districts differences exist: Siddharthnagar shines while Fatehpur still struggles.
Overall, Uttar Pradesh is moving in the right direction but unevenly. To hit national and 2030 goals, the state must boost newborn care, maternal health, nutrition and equal access to medicine, especially in districts with the highest death rates.
