California's New Crime Laws: A Balance Between Toughness and Reform

Several laws give police more authority. For instance, officers can now make arrests for misdemeanor shoplifting even if they didn't see the crime happen. Experts believe this could increase arrests and might deter people from committing retail theft.
Another law lets courts issue orders preventing convicted thieves from returning to the store they stole from. If they do, they could face up to six months in jail.
Beyond retail theft, there are new laws aimed at vehicle crime. One law makes it a crime to forcefully enter a vehicle with the intent to steal.
However, it's too early to say how these new laws will affect arrest rates and overall crime. Experts point out that prosecutors still have a lot of discretion in how they apply these new rules.
