Balancing Growth and Green: China’s City Building and Carbon Goals

China’s cities are growing fast, but the way they expand can trap the country in high‑carbon habits. To keep cities modern and the planet healthy, experts look at how “new urbanization” (NU) meshes with a zero‑carbon plan. They measured this mix by combining several statistical tools, including a weighted ranking system and a balance‑check model. The results show that NU and carbon efficiency are syncing better each year, especially in the east where cities lead the way.

Inside regions, the east, central and northeast see a wobbling drop in this harmony, while the west shows some upswing. Across regions, the biggest gap is between east and west; this difference mainly drives overall inequality. When checking if poorer areas are catching up, the western provinces still lag behind the east because they started from a lower base. Overall, the link between city growth and carbon efficiency is improving, yet the uneven spread—particularly in the west—needs focused policy action.
